iReport1.2.4 tools are not highlightned

hi,

I downloaded ireport1.2.4 and am using jdk1.4,windows2000 and my problem is menus and tools in this version are not enabled when i opened a report,

only compile , datasource , new,open menus are enabled,

rest is not getting up, and i can compile and execute using rpt wizard, but not rptquery option becoz its disabled, main menus are enabled, but submenus r not.

i downloaded previous versions its working fine, only this version i faced.
