JasperReports Server 6.4.0 Installation Issue in Turkish Windows

At the end of the installation process there occurs an error if you use Turkish Windows. After the installation the css files doesn't load in the web user interface.

Steps to reproduce:

1. Change your Windows language to Turkish.

2. Start JasperReports Server installer.

Results:

1. There is an error at the end of the installation process. http://imgur.com/tJZBoHC

2. The web user interface doesn't load css files. So, the JasperReports is unusable there.

Comments: I think it is related with the Turkish İ Bug. This bug exists since the modern user inteface was introduced to JasperReports Server.
