I did find that if I delete the 'uuid' attribute while in XML mode I could then compile and run it.

I just installed 4.6.0 for the first time and just trying to build and run a simple report...my first. I too get this error. This is not a legacy report...It a brand new one created in 4.6.0 to an Oracle database. It doesn't appear to be working out of the box.
