Select Manage > Server Settings is missing with superuser

I am using pro edition 6.1, did a brand new install;  did the build, deployed the war file;  able to login fine as superuser;  but unable to see the menu Manage > server settings?

I need to import reports etc. from the previous jasper version.  can someone please point out what is missing?

Check you installation log for any error. There should be a "Server Setting".

 

Exactly, which commands did you use to do an war installation? Did you just use "js-install minimal"

I used ant build-ce, build-pro for war file.  copied the war file to tomcat webapps directory;  started the tomcat server. 

fyi: copied the license file that comes with the pro edition to the users directory under C;

Can you please let me know what is missing here - is it license file or some other settings?
