This I have succeded in doing, but the remaining pages have a blank space where the pageFooter is NOT supposed to be. I have tried a combination of "printWhenExpression" and "isRemoveLineWhenBlank" in every element within the footer, but the pageFooter band NEVER gets collapsed.
