why is jasperreports-functions not in maven repository?

I miss jasperreports-functions and jasperreports-fonts in maven central repository:

Why is it missing? Who is responsible for posting it there?

Until now it's still not in public repository.

Since this is a community version. am I able to submit a request to upload?

It would be nice if we have thi resource available on main repo just like https://mvnrepository.com/artifact/net.sf.jasperreports/jasperreports
