I just used the background band.

I think that it has something to do with the logo (image in the page header) and the watermark (image in the background). The images (blob) are part of the report query from oracle database. There is no error on first page, the error occurs on the next page(s).

The group footer should be printed until end of page (page footer) to fill the spaces with border
