InputControlStructure in rest_v2 does not return controls

I have them in the same folder as the report unit. They are linked controls if that makes a difference. -
I am using JaperReport Server CE 5.6 and the rest api api docs say is should support this call. I can request the report and it works but calling the rest_v2/reports/repurturl/InputControls/ return not found. Is this not support in the CE edition or version 5.6? Do input controls have to be added in some other way for this to work?
