Dynamic generation of charts?

I'm looking for a good reporting tool that can:

1. Design a line and bar graph

2. Connect to relational db using JDBC

3. Generate HTML for the line and bar graph

4. ** The connecting to the DB, retrieving the data, and generating the final HTML all needs to be done dynamically(on-the-fly, in-process)

 

Is this possible with this tool.

1. Charts are created with any java lib that can generate an image. (In the report a chart is an image).
