Printing blank page with Column Count = 2

I have a report that fills two columns vertically so I set the column count property to 2. It works fine when there is only data on the first column but when there is data on the second column the PDF generated has an extra blank page.

 

Anyone know why this is happening? I am sure that the band heights and margins are not more than the page size.
