Dynamic Pages jrxml or not

I need to make a reporting system that enables users to change things like the period of time that the report displays about via a web interface. The data will be pulled out of an Oracle database. Would it be better to make templates first and pass a variables in some how or would everything need to be written in Java with no jrxml files being used at all, like in the noxmldesign in the samples directory. Any help or ideas would be most welcome!
