pdf output wrong with ie，really puzzled

i use Jbuilder9 to generate report

i use a jsp go to a servlet link to display pdf report

like:

<jsp:forward page="/reportservlet/reportengine?outfomat=pdf"/>

i use tomcat 4.124 in jbuilder9 ,it's ok

but when i use tomcat 4.06 in jbuilder9,it just remind me to open directly or download,that's not what i want ,and when i place the files to the tomcat5,it's the same problem.
