Limiting the effect of filters to only one column

I am a new to creating Ad Hoc reports and have run into a problem where I need to apply a filter "equal to" to a column and have it just effect the column beside it and not the entire report.  Right now, if I apply "Equal to" to column C the report will only show data that is a match to column C "is equal to". I would like to be able to just have a statement of If Column C is equal to that, column D will show its value. If C is not equal than D will remain blank, and the rest of the data will remain for that entry and not be filtered out entirely. 

Is this possible?
