After installing TIB_js-jrs-cp_8.0.0_win_x86_64.exe and also TIB_js-jrs-cp_7.8.0_win_x86_64.exe the result was:

Message The requested resource [/jasperserver] is not available
Description The origin server did not find a current representation for the target resource or is not willing to disclose that one exists.

Trying localhost:8080
Apache Tomcat/9.0.50 - If you're seeing this, you've successfully installed Tomcat. Congratulations!

The same messages:
Message The requested resource [/docs/appdev/] is not available
Message The requested resource [/docs/setup.html] is not available

Buttons Server Status, Manager App and Host Manager don't recognize any login id and password

Tested in to computers Windows 10 Home Single Language Version    22H2 Compilation 19045.2311
Intel® Core i5-7400 CPU @ 3.00GHz   3.00 GHz Ram 8,00 GB

Not tried with Linux or Windows 7 or 8.1 or 11

Is this a problem with Windows 10?

I posted this question some time ago. In meantime I found a solution.

The solution was installing the Jaspersoft server choosing an alreaddy installed postgreSQl data base.
