JASPER Error to start up Tomcat Service

Hello Community, I contact with you because I have a problem when I try to startup the Tomcat Service in our production environment. The error that appear is the following:

I atached the log that appear in the CMD after execute de file startup in the folder bin:

Looks like a permissions problem with the user starting tomcat. Access to the temp directory is needed. You can delete subdirectories: main, buffer, adhocCache and try again.
