Restrict AdHocView creation by role

I am looking to restrict the creation of new adhoc views to users with a specific role ('ROLE_REPORT_CREATOR').  I have removed the appropriate navigation items based upon role, however, I am unable to figure out how to remove the 'Create' link from the home page without removing the whole AdHoc View section.  I still want all roles to be able to view adhoc views.

NOTE: this will also be done for creating reports.
