problem with detail band page alignment

I have a report with ------------

report header

group header

detail

group footer

report footer

 

if I have 10 detail lines whole report individual page looks good i.e. each page

if I have 1 detail line all the report is squeezed at the top

of the report page and the bottom of the page is just empty space.

how can I achieve the result of good report rather than bad report which is shown below.
