How to publish a BLANK report with no data.

This may seem like an odd request, but is it possible to publish a report to a server with no data in the report?

I want to create a report that simply has a title bar, and a few text fields in the main body of the report (these will contain hyperlinks), but when I publish it, and view it in the repository, the report comes up as "The report is empty" even though I have text fields and a coloured header in the report.

I have tried publish the report with both NO datasource and WITH datasource, but I still get the same problem.
