What is this in a input_parameter "$!"?

 

This notation used when none selected parameter?

When $!P{} is used in your report query, JasperReports will not use this parameter content through standard JDBC driver parameter binding process. This will provide flexibility to allow user coding dynamic SQL queries to meet their report design need. While not being an issue with JasperReports Server application using ESAPI, users must impose front end edit to block any attempts circumventing intended query process if users run JasperReports from their own application.
