js-export.sh Fails with BadPaddingException

In 4.2.1a, we cannot run js-export.sh.  It immediately fails with multiple BadPaddingException errors.  I'm not sure how to debug this or know where the issue is.  The configuration seems right (we upgraded successfully).  And the site runs fine, reports run fine.  It's just js-export.sh that fails.  Any help would be very much appreciated!  Here is the output and error:
