In Summary Page, Header & Footer not displayed.

It is as it is... so the engine works by design.

The summary is thought to show final data e.g. a chart or something like that. So no PageHeader or Footer is drawn when it's a extra page. (IMHO)

 

So if you want to have pageheader and footer you could create a so called "dummygroup" without any expression where you place your elements in "dummygroupfooterband" instead of summary. So this is also the last band but shows pageheader and footer.

If you want a pagebreak between, you could add a pagebreak element at y=0.

By default, the page header does not apply to the summary band.

Since Jasper 3.6.1, there is a report property that can be used to force the summary band also to have page header, called 'Summary with Page header and footer'. You should check it in iReport, or set isSummaryWithPageHeaderAndFooter="true" in the jasperReport tag.
