Page Break - NOT in middle of table

Sorry for being dense, I've tried reading all the pagebreak posts but I (and the end users who ultimately are going to wind up writing reports) are having trouble with the putting a page break where we want it. I have a report setup like this:

Subreport 1

 

 

Static Text

Sub Report

Sub Report

 

 

 

This is a simple example - but its typical. The problem is that the Static Text is associated with the next 2 sub reports and I want to insert a page break just before it. I believe I should be able to do it using some sort of dummy group? If so based on what???????? I'm having real trouble with getting my group expressions right. How do I mark something so that the page break is right in front of the static text? Are the groups created my multi-selecting report elements and saying "group" in any way usable in this scenario? Finally what is the reason that IReport or Jasper can't be taught to take an arbitrary page break without performing work arounds?
