Contents of 'When No Data' field not printed

I have a cross table report, and I have edited the 'When No Data' cell to display a message. When I run the report with no data, this is not being printed. Depending on the report propertied i get the following

1. NoPages - Displays blank page in viewer

2. BlankPage - Get Blank Page

3. AllSectionsNoDetail - Report crashes with Null Pointer Exception.

Is there a setting I am missing?

Put the crosstab in the summary or use a subdataset.
