Can a crosstab report be done using iReports designer?

For now crosstab reports are not supported by JasperReports (and iReport too).

 

If you can upper bound the number of columns of your crosstab report (anda you can accept a fixed column width), you can workaround the problem preparing a custum JRDataSource with data prepared by hand.
