Resource Bundle Locale defaults to en_US

I have a report on the server with multiple resource bundles such as the following:

1. Default

2. en_US

3. en_AU

4. it_IT

Using just a web browser on different PCs with different locales, the report always uses the en_US resource bundle.

If i remove the en_US resource bundle, then it works as expected in the right locale.

Is this a bug??

otherwise, i need to assume that the default should always be en_US and never create a resource bundle for en_US
