Export utility mis-handles date input parameter

In XML file, outputs:

2007-02-01T00:00:00.000-08:00

Instead of:

2007-02-01T00:00:00.000-08:

00

Notice "xsi:type".

As per Lucian, problem does not occur if a start date to the report job is specified.
