POM could break Struts 1.x compatibility

JasperReports' pom.xml has been changed not to use version intervals for any dependency. The version of the commons-digester dependency is 1.7, so the potential dependency conflict with Struts is addressed.

 

This will be closed as soon as the 3.5.1 JR artifact will be published on the Maven repository.
