Once PDF Preview is selected, it cannot be disable

In 3.7.0 and now in 3.7.1 I am unable to disable PDF Preview. I clear the check mark and it 'looks' like it is cleared. However, when I select preview, a pdf is still generated. If I close and then open iReport and check the Preview menu, the check mark is back for PDF Preview.
