Moving frame by changing it's properties does not fully update the view

Have a report with a frame containing one or a few other elements (fields, static text) (use file attached).

Case 1.

If you move this frame with mouse, the content is moved with the frame.

Case 2.

If you change this frame properties 'Top' or 'Left' the frame is moved but content is not.

The content is moved to proper location when this content is modified or whole view is somehow refreshed (project reopened, switched to preview and back to the designer).

Additionally in both cases (resized or moved with mouse or manually) the frame coordinates [x,y,width,height] in Report inspector are not updated until whole view is somehow refreshed (project reopened, switched to preview and back to the designer).
