Export to SVG causes text to render as path

I'm trying to export a simple report with static text to SVG using this example:

So far I tried Batik and FreeHEP to export to SVG and both provide similar results where text is rendered as <path> svg element and not as <text> (or <tspan>).

This causes the svg size to grow dramatically, especially if the amount of text in the report is large.

Has anyone ran into this problem? Is there a solution to this?
