Check Chapter 3 REST v2 Report Services and Chapter 6 REST v1 Report Services in "JasperReports Server Web Service Gude"

yes, although of course services related to commercial editions are not available in community

elias, the link I've given is to the community version document. As such, those APIs are available in the community versions.
