Change format number in locale settings

hi

We have many reports configured for 4 languages in a JasperServer ( 4.2 ) build with iReport. The client asked us to change the format number of one of the locale settings.
#, # # 0.00 -> locale display 1,234.56 and we need 1.234,56

Can we change the number format of a locale?. How?
