Best way to load environment variables or global configuration for a temporary directory

 

What is a good way to to have a global variable or property for simple things like a directory?

 

I'm trying to start work on an existing project which has parameters for a temporary directory that doesn't match my file system. Obviously I can change it but I would a portable solution like a xml file or using system environment variables
