JasperServer Localization - what is wrong?

I installed JasperServer 4.0.0. According to JasperServer Localization Guide 3.5 I tried to translate its menu item to Russian:

• added substring URIEncoding="UTF-8" to the conf/server.xml file;
• created the jasperserver_messages_ru.properties file, changed menu.repository's value View to some Russian word in this file, and saved it, using UTF-8;
• added element <value type="java.util.Locale">ru</value> to the applicationContext-security.xml file;
• restarted JasperServer.

As result after login I see the strange symbols in the place where was menu item View and where I hoped to see a Russian word.

What I did incorrectly? I tried to save the properties file, using Windows-1251 format and so on - there were other strange symbols instead of my menu item. Also I tried to change the encoding of my browser with the same result.

Please, help me.
