Prevent page break between two Static Text

I havea lot of static text in a subreport.
There's always a headline element and the text element.

If Jasper needs to add an page break I want the two on the same page.
So the page break should occur before the headline, or after the text.
What is the best way to achieve this.

I tried creating detail bands for each pair, but since there is only static text and no data, the content of the detail band won't be printed.
