Uploading Reports Into Active Environment

We ran into an issue recently, while trying to import new versions of existing reports.  The import process was taking much longer than expected (30mins plus, as opposed to a minute or two), and ultimately was killed because it appeared stuck.

Our DBA noted that this sql was causing blocks in the database: delete from JIRepositoryCache where id=:1

We did have users in the system that were actively calling the reports that getting new versions uploaded, could that have been the cause?
