Is there a way to add input control via rest api

I had no luck finding the information needed. This was closest I seen to adding report unit but no mention about adding input controls.

What we are trying to do it create a pipeline so this can push to different environment for testing. We did look at the export and import service but was trying to find a way so in the source control all we needed was the report and controls.

I was looking at the control service but this seem to only add value to existing inputs that was there.
