XY dataset graph customize the x and y axis scaling

We have a requirement to display x-axis scaling as screenshot below. 

X axis :    1           2       3         1       2        3           1          2         3

              2018                           2019                     2020

Documentation states that based on co-ordinate value scaling generated on its own. We can have step to mention.

Is there a way to achieve this ?

Also, we have a requirment for Y-axis to show scaling in descending order as below :

               3

Y-axis     4 

 

We are using Jasper studio to build our dynamic reports.
