Stretch (zebra) rectangle when using text 'remove when blank'

I'm pretty sure I've tried every possible combination. So there must be a secret to getting this to work.

In the following sample report I have an address block with lines such as 'Bill_Addr_2' set to 'remove line when blank'. This works great, except when I try to apply background color to ever other detail band.

If I fill the entire band with a rectangle the color banding works, but the 'remove line when blank' doesn't work on only the colored bands.

I thought I'd try making the rectangle one line in height and set the Stretch to: ContainerHeight. This seems like the way it should work, but it doesn't expand the rectangle height.

Google searching only leads me to Relative to Band Height which has been deprecated.

Does anyone have an example of color banding when some fields have 'remove line when blank'?
