Jasper report import failed

Hello, I tried to import a report to my Jasper Server but failed, there is an error message shows like "Import failed. Import of an organization to the root is not allowed"

 

Here is how I got this issue:

1. login Jasper Server as Jasper Admin, right click on "report1" from the Jasper Server Web UI, then click "Export", click OK and a export.zip will be downloaded to my local computer

2. right click on this report, then click "Delete" to delete this report

3. login Jasper Server as Superuser, then go to Manage-Server Settings-Import, select the export.zip and then click "Import" after a couple of seconds, I got the error message: "Import failed. Import of an organization to the root is not allowed"

Can someone help me out with this issue?
