Jasperserver.log file does not appear. Why?

 The log file does not appear in the jasperserver.log folder of Jasperserver 7.5 with Tomcat.
C: xampp tomcat webapps jasperserver WEB-INF logs
I made some changes to log4j2.properties, but I was unsuccessful.
It includes the following line:
log4j.appender.fileout.File = $ {jasperserver.root} /WEB-INF/logs/jasperserver.log
and put lines to visualize the errors of external authentication for test.

I increased the permission of the / web-inf / log / folder for my system user to allow recording. But it did not generate the jasperserver.log file.
Does anyone have any idea what I can be? or what else can i try?
