Jasper server 7.5 java issues when running js-import

I have created new environment with tomcat 8.5 and java 8.211 jdk and jre with java home and java jre system variables. I can install Jasper server 6.4 with no issues but when running the 7.5 from a war  by calling js-import minimal. I have attached the js-import log. Once finish there is a jasperserver db on the database server but it appears something else is going on.
