Can't install JasperReports Server 7.5.0 on MacOS Catalina 10.15.2

I just downloaded the 64-bit intel version of JasperReports Server 7.5.0 for MacOS and I can't get the installer to run. I can't find anything in the log files, but if I manually run Contents/MacOS/osx-intel from the command line, I'm told "bad CPU type in executable," which I have gotten in the past when trying to run 32-bit binaries from a command line in Catalina. It appears that the installer app is 32-bit, but it's installing 64-bit code. This wouldn't have been an issue in previous versions of MacOS, because they could still run 32-bit code, but Catalina has dropped support for that.

Is there some trick to installing this? I can't believe that I'm the only one seeing this.
