es_419 Locale Reports Crash

Most of my users are in the USA, but there is one branch in Mexico.
Every report runs if the user is in the USA.
For users in Mexico they are getting this error:
I have not seen anything that works as a fix.
I have tried adding es_419 to the locale list, and es and es_MX. No joy.
Tried adding languages to Chrome. No joy.
Does anyone out there have any other answer?

It turned out that it was to do with Java, and an unrecognised locale.
The solution - ditch Latin America as a locale on the affected machines, and substitute with the actual country.
