1 Answer:
Use your main report to get your HDR data and display those in either the detail band or maybe even column header.
Then build a subreport which get's your TIN as a parameter from your main report. Then use that parameter in your subreports SQL statement to get all entries for that TIN and build the layout as you described.
Last put that subreport inside your main report, send the field TIN from main report to parameter TIN of subreport and you'll be good.
