Margin issue with Jaspersoft Studio - Margin entered doesn't quite match the output

I'm using Jaspersoft to design and create sheet labels.  This works without an issue, however we're running into an issue where we measure the margin from the left, right, top, and bottom and then enter it into the Page Format as the margin (in inches).

When we print though, the margins don't match what was entered.  We have to tweak / alter the margins to get it to fit and print properly.  We are constantly creating new templates for new sheet layouts, and the margins always need to be tweaked.  Is there a way to set these so that what is measured on the actual sheet matches what is measured when it's printed from Jaspersoft Studio?

I'm attaching two images to this question.  The one titled Measured Margins is the margins input exactly as they are measured.  Corrected Margins is the margins after having to tweak them so that everything fits.
