[#4814] - Scrollbars on the main window are inconsistently wide

The horizontal bar should be wide enough to scroll the horizontal document (usually required on big zoome).
The vertical scrollbar the same but for the design height (which is the sum off all the bands design height plus margins etc. (See the Shapes GEF Example).
(If there are objects outside the report page area, they should be taken in consideration.)
