input control does not work if name contains accent character

Issue Description

If you have input controls with accent characters, JRS may not recognize them and it does not return any values nor any errors.  e.g.

<parameter name="Entité Organisationnelle Entreprise" class="java.lang.String"/>

Resolution

You may find the following in the log,

2016-04-12 10:51:21,875 DEBUG JRJdbcQueryExecuter,pool-6-thread-17:509 - Parameter #1 (Entité Organisationnelle Entreprise of type java.lang.String): null

This problem has been reported as JS-32427 on both v6.1.1 and v6.2.1.
