[#13261] - Publishing to Jasper Server takes too long after upgrade to 6.16.0

After upgrading from 6.11 to 6.16 When I try to publish the same report to the Jasper Server it takes over 2 minutes for the Sucessful dialog to pop up. After closing that dialog it is another minute before I gain control back in Studio. With version 6.11 it will publish the report in 10 seconds.

I have tried every version between 6.11 and 6.16 and 6.14, 6.15, and 6.16 have the same issue; with an error that pops up occasionally "java.lang.NullPointerException".

6.12.2 seems to be pretty stable 6.13 pops up with the wizard and I have to choose the location like it is a new report.

I am using the same report for all of the tests.

I am running Java 1.8.0_271
