[#8161] - Scheduled jobs visible by other users

Jobs scheduled by one user are visible by other users.
To reporduce:
- crate two users and assign them ROLE_USER role
- log in as first user and create a schedule
- log in as second user.
- Expected: you should not see the jobs created by user1
- Observed: user2 sees jobs created by user1
Note: even if user2 does not have any access to the underlying report, the scheduled job still appears in the list of jobs.

According to the documentation "Typical users only see the jobs that they have defined themselves; administrators see the jobs defined by all users."
